3. The objective and purpose of payment of reward shall be to- reliable (a) obtain in information reduction of poaching, illegal wildlife trade and disruption of illegal wildlife trade syndicates; (b) increase public awareness and participation in that assists wildlife conservation; (c) recognise the contribution of informers; and (d) obtain reliable information that facilitates the arrest of suspects, recovery of Government trophy and convictions.

4.-(1) For the purpose of the Act, a person who discloses any information leading to recovery of trophy, arrests or conviction of accused person under the Act may qualify to receive a reward under these Regulation. (2) Information under these Regulations may be given to an authorised officer in writing or orally. (3) Where information is given in writing, it shall contain the name and signature of the informer. (4) Where information is given orally, the Director shall cause it to be reduced into writing and require the informer to sign it. Eligibility for reward

Reward may be given under these Regulations to an informer who- (a) has given material information which facilitates the recovery of trophy, arrest or conviction of a person for contravention of the provisions of the Act; (b) did not participate in the commission of the offence in respect of which information is given; and 3 Wildlife Conservation (Payment of Rewards) GN. NO. 629 (Contd.) Application for reward Payment of reward (c) is not an authorised officer or any person who is employed by the Government.

6.-(1) A person who is eligible to receive a reward shall apply to the Director for reward using a form as set out in the First Schedule to these Regulations. (2) Any person who gives false information in an application for reward under subregulation (1) commits an offence and shall, upon conviction, be liable to a fine of not less than three million shillings but not exceeding five million shillings or to imprisonment for a term of not less than one year but not exceeding two years or to both.

7.-(1) The Director shall, upon being satisfied that the informer is eligible for a reward, pay such amount of money as a reward in accordance with the Second Schedule to these Regulations. (2) The Director shall, where the information is jointly reported, divide equally the amount of reward to the co-informers. Restrictions on payment

8. The Director shall not, where payment has been made under any other arrangement or law for the same disclosure, make any payment under these Regulations. PART III GENERAL PROVISIONS Right to appeal

9.-(1) A person who is aggrieved by the decision of the Director under these Regulations may, within thirty days after receiving the decision of the Director, appeal to the Minister. (2) The decision of the Minister shall be final and conclusive. Protection of informers Cap. 446

10. A person who gives information under these Regulations shall be protected in accordance with the Whistleblower and Witness Protection Act. General penalty

2. In these Regulations, unless the context otherwise requires- “Act” means the Wildlife Conservation Act; “authorised association” means a community-based organisation whose primary objective is to conserve wildlife resources for the benefit of local community members ordinarily residing in that particular area; “authorised officer” has the meaning ascribed to it under the Act; “Authority” means the Tanzania Wildlife Management Authority, Tanzania National Parks, Ngorongoro Conservation Area Authority or Authorised Association; “Director” means the Director of Wildlife appointed under the Act; “informer” means a person who gives information leading to trophy, arrests or convictions for recovery of offences under the Act; “Minister” means the Minister responsible for wildlife; and “reward” means a sum of money given to a person who has given material information leading to recovery of trophy, arrests or convictions for offences under the 2 Wildlife Conservation (Payment of Rewards) GN.
