APPROVAL OF THE FOREIGN CHARTER OF AGA KHAN UNIVERSITY

1. Short title and commencement.-(l) This Order may be called the Aga Khan University (Amendment) O rder, 2002. (2) It shall come into force at once.

2. Amendment of Article 2, President's Order No. 3 of 1983.-ln the Aga Khan University Order, 1983 (President's Order No. 3 of 1983), hereinafter referred to as the said Order, in Article 2,- (i) Clause (a) shall be renumbered as clause (aa) and before clause (aa) renumbered as aforesaid, the following new clause shall be inserted, namely:- "(a) "Aga Khan Development Network" means the network of international development agencies and organizations, known as the Aga Khan Development Network, established by the Ismail Imamat and comprising the Aga Khan Foundation, the Aga Khan Education Services, the Aga Khan Health Services, the Aga Khan Planning and Building Services, the Aga Khan University, the Aga Khan Trust for Culture, and the Aga Khan Fund for Economic Development,". (ii) after clause (b), the following new clause shall be inserted, namely:- "(bb) "Chief Executive Officer" means the Chief Executive Officer of the University appointed under Article 10 or with such other designation as may be determined by the Board and approved by the Chancellor;"; and (iii) clause (d) shall be omitted.

3. Substitution of the word "Rector", President's Order No. 3 of 1983.-In the said Order, for the word “Rector”·wherever occurring the words "Chief Executive Officer" shall be substituted.

4. Amendment of Article 4, President's Order No. 3 of 1983.-In the aforesaid Order, in Article 4,- (i) In clause (1) after the word "learning" the words "in Pakistan and abroad" shall be inserted; (ii) in clause (2),- (a) for paragraph (e) the following shall be substituted, namely:- “(e) pursue research, to hold conferences, seminars and work-shops and to publish and disseminate through print, electronic and other means its research and academic work-including the establishment of websites on the internet;" and (a) for paragraph (g) the following shall be substituted, namely:- "(g) affiliate or associate with other universities, and institutions, and establish institutes, faculties, centres programmes, facilities and such other academic units in Pakistan or abroad for better discharge of its functions and responsibilities;"; (iii) for clause (3) the following shall be substituted, namely:- "(3) The principal teaching facilities of the health science faculties of the University shall consist of the Aga Khan University Hospital at Karachi, but the University shall have the right to use the other institutions and programmes including those of the Aga Khan Development Network in Pakistan and abroad and the facilities of any other institution on terms to be settled by it with the Aga Khan 5 Foreign Charter ("Foundational Charter") of Aga Khan University GN. NO. 998A (Contd.) Development Network or such other institution ;"; and (iv) after clause (6) the following new clause shall be added, namely:- ''(7) The University shall have an international address at the Head-quarters of the Aga Khan Development Network in Geneva, Switzerland."

5. Amendment of Article 10, President's Order No. 3 of 1983.- In the said Order, in Article 10, after clause (2), the following new clauses shall be added, namely :- “(3) The Chief Executive Officer may be designated as President of the University or such other designation as may be determined by the Board and approved by the Chancellor. (4) Subject to the approval of the Board and the Chancellor, the Chief Executive Officer may delegate such of his powers and functions under this Order to such person as he may determine, including but not limited to the academic and administrative affairs of the University. Every such person shall report, and be responsible, to the Chief Executive Officer, who shall be responsible to the Board."

6. Amendment of Article 11, President's Order No. 3 of 1983.- In the said Order, in Article 11,- (1) In clause (1),- (i) for paragraph (b) the following shall be substituted, namely:- "(b) four nominees of the Aga Khan Development Network to be nominated by the Aga Khan Foundation or other agencies of the Aga Khan Development Network (ii) in paragraph (g), the word “and”, occurring at the end, shall be omitted; (iii) in paragraph (h), for the full stop, at the end, the semi-colon shall be substituted; and (iv) after paragraph (h), amended as aforesaid, the following new paragraph shall be added, namely:- “(i) not more than eight persons of international renown, prominent because of their experience and attainments recommended by the Board and approved by the Chancellor; (j) "not more than two members may in the best interests of the University, be co-opted by the Chancellor whenever he considers it necessary." 1. Short title and commencement.-(1) This order may be called the Aga Khan University Order, 1983. (2) it shall come into force at once. 2. Definitions.- in this Order, unless there is anything repugnant in the subject or context,- (a) "Board" means the Board of Trustees of the University referred to in Article 11; (b) “Chancellor” means the Chancellor of the University referred to in Article 8; (c) "Pro-Chancellor" means the Pro-Chancellor of the University appointed under Article 9: (d) " Rector" means the Rector of the University appointed under Article 10; (e) "University" means the Aga Khan University established under this Order.

3. Establishment and incorporation of the University.-(1) There shall be established a University to be called the Aga Khan University and consisting of- (a) (b) (c) the Patron, the Chancellor, the Pro-Chancellor, the Rector, the members of the Board; the members of such councils, committees and other advisory bodies as the Board may establish or authorise from time to time; the members of the faculties, and students of the colleges, schools, institutes and other units; and (d) such other officers and members of the staff as may be specified by the Board from time to time. (2) The University shall be a body corporate by the name of the Aga Khan University, having perpetual succession and a common seal, with power, among others, to acquire, hold and dispose of any property and shall by the said name sue and be sued.

4. The purpose, powers and function of the University.-(1) The purposes of the University shall be the promotion and dissemination of knowledge and technology and to provide for instruction, training, research, demonstration and service in the health sciences and such other branches of learning as the University may determine. (2) The University shall be a fully autonomous body with freedom to govern its academic functions in order to achieve its objectives, in particular, freedom to- (a) select and examine students; (b) award degrees, diplomas, certificates and other academic distinctions; (c) select and promote faculties; (d) determine courses of study in health sciences and such other branches of learning as the University may determine; (e) pursue research ; (f) establish and support hospitals, clinics and other sites and facilities for education, training and research; (g) affiliate itself or associate with other institutions, and establish faculties in Pakistan or abroad for better discharge of its functions and responsibilities; 8 Foreign Charter ("Foundational Charter") of Aga Khan University GN. (h) decide teaching methods and strategies in order to ensure the most effective educational and other programmes; and (i) use the financial and other resources allocated to it for the execution of its functions. (3) The principal teaching facilities of the health science faculties of the University shall consist of the Aga Khan Hospital at Karachi, but the University shall have the right to use the other institutions and programmes under the Aga Khan Health Services in Pakistan and the facilities of any other institution on terms to be settled by it with the Aga Khan Health Services or such institution. 9 Foreign Charter ("Foundational Charter") of Aga Khan University GN. PART I] THE GAZETTE OF PAKISTAN, EXTRA., MARCH 2, 1983 (4) The University may enter into agreements, contracts and arrangements with governments, organisations, institutions, bodies and individuals for the purpose of carrying out its functions and activities. (5) The University may do all such other acts and things as may be requisite in order to further the objects of the University. (6) The University may with the approval of the Chancellor, provide facilities to the representatives of the University Grants Commission and the Pakistan Medical and Dental Council for visitation to enable them to verify that appropriate academic standards are being maintained by the University.

5. University open to all classes, creeds, etc.-The University shall be open to all persons of either sex of whatever religion, race, creed, colour or domicile who are academically qualified for admission to the courses of study offered by the University, and no such person shall be denied the privileges of the University on the ground only of sex, religion, creed, race, class, colour or domicile.

6. The Patron.-The President of Pakistan shall be the Patron of the University.

7. Officers of the University.-The following shall be the officers of the University, namely:- (a) (b) (c) the Chancellor : the Pro-Chancellor; and the Rector.

8. The Chancellor.-(1) His Highness Prince Karim Aga Khan shall be the first Chancellor of the University and shall be succeeded by the Chairman of the Aga Khan Foundation for the time being. (2) The Chancellor shall, when present, preside at convocations of the University and meetings at which business of the University is transacted. (3) Every proposal to confer an honorary degree shall be subject to confirmation by the Chancellor.

9. The Pro-Chancellor.-(1) The Pro-Chancellor shall be appointed by the Chancellor for such period and on such terms and conditions as the Chancellor may determine. (2) An any time when the office of Chancellor is vacant, or the Chancellor is absent or is unable to perform the functions of his office due to any cause, the Pro-Chancellor shall act for him. (3) The Pro-Chancellor shall perform such other functions as may be entrusted to him by the Chancellor.

10. The Rector.-(1) The Rector shall be appointed by the Chancellor for such period and on such terms and conditions as the Chancellor may determine. (2) The Rector shall be the chief academic and administrative officer of the University and shall have overall responsibility for the direction, organisation. administration and programmes of the University in accordance with the guidelines and general policies formulated by the Board and for the implementation of the decisions and policies of the Board: in particular, he shall- (a) Submit the plans of work and budget estimates of the University for the approval of the Board: 10 Foreign Charter ("Foundational Charter") of Aga Khan University GN. PART I] THE GAZETTE OF PAKISTAN, EXTRA., MARCH 2, 1983 53 (b) direct the activities connected with the execution of programmes for instruction, training, research, demonstration, service and authorize expenditure provided for in the budget as approved by the Board; (c) appoint, with the approval of the Board where necessary, teachers, officers and members of the staff of the University and such other person as may be necessary in accordance with policies and procedures approved by the Board so as to ensure the highest intellectual and moral qualities in the persons appointed; (d) submit to the Board in accordance with the rules of procedure framed by it report on the activities of the University and the execution of the plans of work; (e) prepare and revise from time to time rules and regulations for the efficient and effective operation of the University; and (f) provide the necessary services to the Board.

11. The Board of Trustees.- (1) The general supervision and control of the affairs of the University, and the power to lay down the policies of the University, Shall vest in a Board of Trustees consisting of- the Chairman, to be nominated by the Chancellor; (a) (b) four nominees of the Aga Khan Foundation, to be nominated by the Board of the Foundation; (c) a Judge of the High Court of Sind, to be nominated by the Chief Justice of the court; (d) a member of the University Grants Commission, to be nominated by the Commission; (e) a member of the Pakistan Medical and Dental Council not being below the rank of professor, to be nominated by the Council; the Rector; and (f) a member to be nominated by the Chancellor; (g) (h) not more than three persons prominent because of their experience and attainments, to be selected by the members referred to in paragraphs (a) to (g) and approved by the Chancellor. (2) The members of the Board, other than the Rector, shall hold office for a term of three years and shall be eligible for re-appointment on the expiry of their term: Provided that, in the case of the first Board constituted under this Order, one-third of the members for the time being, other than the Rector, to be determined by lot, shall retire from office on the expiration of one year from such constitution, one-half of the remaining members, to be determined by lot, shall retire from office on the expiration of two years from such constitution and the remaining one-half shall retire from office on the expiration of the third year. (3) The office of a member of the Board shall become vacant if he resigns or fails to attend three consecutive meetings of the Board without sufficient cause or leave of absence, or if his nomination is changed by the person nominating him. (4) A casual vacancy in the office of a member of the Board shall be filled by a person nominated by the person or body who had nominated the member whose vacancy is to be filled. (5) Without prejudice to the generality of the provisions of clause (1), the Board shall exercise and perform the powers and functions hereinafter specified, namely:- 11 Foreign Charter ("Foundational Charter") of Aga Khan University GN. THE GAZETTE OF PAKISTAN, EXTRA., MARCH 2, 1983 [PART I (a) (f) (e) (c) (b) (d) to hold, control and administer the property, funds and resources of the University and to borrow or raise money for the purposes of the University upon such security as may be required; to formulate or approve the principles, policies and plans governing the activities and operations of the University so as to ensure that the academic staff enjoy academic freedom in their research and educational work; to prepare or have prepared and revised from time to time rules and regulations for the efficient and effective operation of the University; to review and approve the creation of any standing component of the University, such as faculties, colleges, programmes, institutes, standing committees and councils and other administrative bodies necessary to assist or improve the working of the University; to approve the plans of work and annual budget of the University submitted by the Rector ; to require of, and consider reports submitted by the Rector relating to the activities of the University and the execution of the plans of work and to direct the Rector to submit reports relating to any matters specified by the Board; to create such academic or administrative posts as it may consider necessary for the purposes of the University and to approve appointments to such of these posts as it may specify, including the posts of deans, directors, professors and associate professors; to undertake responsibility for the financial integrity of the University, including responsibility for ensuring effectiveness of its future operations, their continuity and the preservation of the autonomy of the University; to approve all affiliations and other similar arrangements through which institutions or individuals may become associated with the University; to appoint from amongst its members such committees or sub-committees as may in the opinion of the Board lead to its more efficient and effective operation; and to take all such initiatives as it may consider necessary or desirable for the efficient and effective management and functioning of the University. (6) The Board shall lay down its own rules of procedure and may amend or (h) (k) (g) (i) (j) modify them from time to time. (7) The Board shall not start functioning until the Chairman and the member to be nominated by the Chancellor have been nominated; and no act or proceeding of the Board shall be invalid by reason only of the existence of a vacancy in, or defect in the constitution of, the Board.

12. Meetings of the Board, etc.-(1) The Board shall meet at least twice during a year for regular or scheduled meetings and may meet at any other time at which a special meeting thereof may be called by the Chairman or requisitioned in writing by not less than four members of the Board. (2) Not less than ten clear days' notice of a special meeting shall be given to the members of the Board and the agenda of the meeting shall be restricted to the matters specified in the agenda to be annexed to such notice. (3) The quorum for a meeting of the Board shall be one-half of its members, a fraction being counted as one. (4) The decisions of the Board shall be expressed in terms of the views of the majority of the members present and voting and, if the members are equally divided, the Chairman shall have and exercise a second or casting vote. 12 Foreign Charter ("Foundational Charter") of Aga Khan University GN. 13. Academic and administrative staff.-(1) The academic and administrative staff of the University shall be selected with a view to achieving its stated objectives and the basic criteria for their selection shall be the highest standards of competence, integrity and efficiency. (2) The academic staff of the University shall enjoy freedom of expression in their research and educational work to achieve the objectives of the University specified in clause (2) of Article 4.

14. University Fund, audit and accounts.-(1) The University shall have a Fund to which shall be credited its income from fees, donations, trusts, bequests, endowments, grants, contributions and any other sources and which shall be under the control of the Board. (2) Capital and recurrent expenditure of the University shall be met from out of the contribution made by the Aga Khan University Foundation and any other sources, including other foundations, universities and individuals, and from the income derived there from. (3) No contribution, donation or grant which may directly or indirectly involve any immediate or subsequent financial liability for the University, or which may involve an activity not included in its programmes for the time being, shall be accepted without the prior approval of the Board. (4) The accounts of the University shall be maintained in such form and manner as may be determined by the Board and shall be audited each year within four months of the closing of the financial year of the University by a Chartered Accountant appointed by the Board. (5) The accounts, together with the report of the auditor thereon, shall be submitted to the Board for approval. (6) The auditor's report shall certify that the auditor has complied with the standards of audit and certification laid down by the Institute of Chartered Accountants of Pakistan.

15. Indemnity and bar of jurisdiction.-(1) No suit, prosecution or other legal proceeding shall lie against any person or authority for anything which is in good faith done or intended to be done under this Order. (2) No decision taken, or act or thing done, by the Chancellor or the Board shall be called in question before any court or other authority.

16. Order to override other laws.-This Order shall have effect notwithstanding anything contained in any other law for the time being in force.

17. Removal of difficulties.-(1) If any question arises as to the interpretation of any of the provisions of this Order, it shall be placed before the Chancellor whose decision thereon shall be final. (2) If any difficulty arises in giving effect to any of the provisions of this Order, the Chancellor may make such order, not inconsistent with the provisions of this Order, as may appear to him to be necessary for removing the difficulty. (3) Where this Order makes any provision for anything to be done but no provision or no sufficient provision has been made as respects the authority of whom, or the time at which, or the manner in which, it shall be done, then, it shall be done by such authority, at such time, or in such manner as the Chancellor may direct. 13 Foreign Charter ("Foundational Charter") of Aga Khan University GN. 1. Title. This Addendum may be cited as the Addendum to the application for approval of the Aga Khan University Foreign (Foundational) Charter.

2. Equivalency of designations in use at the Aga Khan University under the Foundational Charter. Unless there is anything repugnant in the subject or context: In this Charter unless the context requires otherwise: "Academic Council" is the equivalent of asenate; "Act" means Tanzania Universities Act, Cap.346; "AKU" means Aga Khan University as described in the Foundational Charter; "Board of Trustees" or the "Board" means the Board as described in the Foundational Charter and is the equivalent of a university council; "Charter" means the AKU Foreign Charter, also referred to as the AKU Foundational Charter; "Dean" is the equivalent of a principal or head of a faculty, school, academic unit; "Foundational Charter" means the Foreign Charter of AKU; "President" is the chief executive officer of the University as described in the Foundational Charter and is the equivalent of the vice-chancellor; "Provost" is the equivalent of a deputy vice chancellor for academic matters; "University" means the Aga Khan University; and "Vice President" is the equivalent of deputy vice chancellor. 14 Foreign Charter ("Foundational Charter") of Aga Khan University GN. 3. Status of the University. The University shall be a body corporate by the name of "Aga Khan University," having perpetual succession and a common seal, with power, among others, to acquire, hold and dispose of any property and shall by the said name sue and be sued.

4. Academic Programmes to be offered. The University may offer such academic programmes as the Board may determine from time to time. Without prejudice to the generality of the foregoing, the academic programmes that the University may offer shall include, but not limited to, the following: (a) Undergraduate and graduate/post-graduate degree programmes in the Arts, Humanities, Social Sciences and Natural Sciences; (b) Undergraduate and graduate/post-graduate degree programmes in education and educational development; (c) Diploma, undergraduate, graduate/post-graduate, and specialisation programmes in the Health and Allied Sciences; (d) Graduate/post-graduate professional degree programmes; and (e) Other diploma/certificate, undergraduate, graduate/post-graduate degree programmes.

5. Approval of new academic programmes and entities. The University shall seek approval from the Commission, for new academic programmes or the entities into which they would be housed as and when such new academic programmes are developed by the University.

6. Quality Assurance. The University shall have a Network of Quality Assurance and Improvement, under the leadership of a director, who shall oversee a quality assurance system, including: (a) periodic review of programmes, including internal and external reviews; (b) regular self and peer assessment of each programme on a cyclical three-to-five- yearbasisand in accordance with the Guidelines of the Commission; (c) course evaluations; (d) instructor/professor/teacher evaluations; and (e) instructor/professor/teacher professional development programmes.

7. Administrative Mechanism and Governance of the University. (1) Administrative Mechanism The officers of the University, shall be as follows: (a) the Chancellor of the University who shall be as provided for in the Foundational Charter: (i) the Chancellor shall, when present, preside at convocations of the University and meetings at which business of the University is transacted. (ii) every proposal to confer an honorary degree shall be subject to confirmation by the Chancellor. (i) as Chief Executive Officer of the University, be the academic and administrative head of the University and, with the support and assistance of the Provost, shall have overall responsibility for the direction, organisation, academic programming and administrative operations of the University in accordance with the guidelines and general policies formulated by the Board and for the implementation of the decisions and policies of the Board; in particular, he shall: (aa) (bb) (cc) (dd) (ee) (ff) (gg) submit the plans of work and budget estimates of the University for the approval of the Board; direct the activities connected with the execution of programmes for instruction, training, research, demonstration, and service and authorise expenditure provided for in the budget as approved by the Board; appoint, with the approval of the Board where necessary, members of the academic and administrative staff of the University and such other personnel as may be necessary in accordance with policies and procedures approved by the Board so as to ensure the highest intellectual qualities in the persons appointed; submit to the Board, in accordance with the rules of procedure framed by it, reports on the activities of the University and the execution of the plans of work; prepare and revise from time to time rules and regulations for the efficient and effective operation of the University; provide the necessary services to the Board; and act for and on behalf of the University as required and necessary. (ii) subject to the approval of the Board and the Chancellor, the President may delegate such of his powers and functions under the Charter to such person as he may determine, including but not limited to the academic and administrative affairs of the University; in so doing, every such person shall report, and be responsible, to the President, who shall be responsible to the Board. (iii) the President shall perform such other functions as may be entrusted to him by the Chancellor from time to time. (c) The Provost or such other individuals as may be designated as such by the Board, shall support and assist the President on all academic matters of the University. The Provost shall perform such other academic and administrative functions as are entrusted to him, from time to time by the President with the prior approval of the Board. (2) Form of Governance The form of governance through which the academic and administrative affairs of the University are conducted shall be as follows: (a) Institutional and administrative governance AKU is governed by an international Board of Trustees. The President reports to the Board. The Provost reports to the President. All matters pertaining to AKU's operations in Tanzania shall be referred to the Office of the Provost. The University's academic leaders in Tanzania have a clear reporting channel to the office of the Provost either directly or through Deans, Directors or Heads of academic units. leadership personnel responsible for AKU's local operations in Tanzania are also supported by two Vice Provosts and a cadre of other administrative personnel. (b) Academic governance The University has an Academic Council, which governs its academic affairs. Its membership consists of the President, the Provost, Vice Provosts, the Deans and such other academic heads or officers as may, from time to time, be appointed by the University. The mandate of the Academic Council is to initiate and implement academic policies of the University approved by the Board and perform such other academic functions as may be prescribed by the Board. (c) Student Governance (i) Students may form an association to be known by such name as may be agreed upon by its members, in accordance with AKU policies and procedures, and approved by the Board. The membership and affairs of any student organization shall be governed by its constitution. However, the constitution of any student organization shall be subject to approval by the Board. (ii) Student organizations at AKU shall not engage in any political activities on campus, and no student organization shall conduct its affairs or have a constitution which conflicts in any manner with the provision of the Tanzania Universities Act and/or policies and procedures of AKU. (iii) Student representatives, based on their academic units, may be invited to participate in selected relevant committees of the University including Curriculum Committee, Library Committee, Departmental Residency Training Committee, and Academic Review Committee. Matters concerning administration, welfare and discipline of students shall be coordinated through the Office of the Registrar and the network of student experience, which also ensures the needs of the students are met. (iv) Students of the Aga Khan University shall be governed by policies, procedures, protocols and other instruments adopted from time to time by the University. The documents shall be available to the students both on line and through handbooks, prospectuses and brochures circulated by the respective academic entities in Tanzania. Amongst the policies is the "Student Code of Conduct and Disciplinary Procedures" which outlines the rights and responsibilities of the students including the associated right of appeal for the aggrieved student. (d) Staff Governance. (i) Academic and administrative staff of the institution shall be governed by the policies and related documentation. These shall be made available to AKU staff, but also be accessible by staff, both online and through the University's Office of Human Resources. AKU staff shall be governed by the policies and related documentation adopted by the University. The policies shall be available to the staff both on line and through the Human Resources Department. The policies, amongst other things, shall outline the rights and responsibilities of staff, including the disciplinary procedures and the associated right of appeal for the aggrieved employee. (ii) Staff of AKU may form an association to be known by such name as may be agreed upon by its members, in accordance with AKU policies and procedures, and approved by the Board. The membership and affairs of any staff organization shall be governed by its constitution. However, the constitution of any staff organization shall be subject to approval by the Board. 17 Foreign Charter ("Foundational Charter") of Aga Khan University GN. NO. 998A (Contd.) Staff organizations at AKU shall not engage in any political activities on campus, and no staff organization shall conduct its affairs or have a constitution which conflicts in any manner with the provision of the Tanzania Universities Act and relaxant laws, policies and procedures of AKU. (e) Local Academic Committees The University's operations in Tanzania shall have local academic governance and committee structures. Such local committees feed directly into the appropriate elements of University-wide academic governance committees. Academic operations of the University will be fully integrated into the University's administrative and governance structures.

8. Proposed Human Resources including Academic and Senior Administrative Staff. (1) The University shall recruit and appoint appropriately qualified personnel as may be needed, from time to time. Senior academic and senior administrative staff (who may include Deans, Associate Deans, Assistant Deans, Directors, and Area/Unit Heads or their respective equivalents) shall be recruited and appointed, based on the evolution of the projected growth and expansion of the University in Tanzania, and as and when academic programmes are implemented. (2) The Provost shall report to the President of the University. The Office of the Provost will be complemented by the Office of a Vice Provost. Academic degree-granting entities such as Faculties, Colleges, Schools or their equivalent shall be led by Deans or equivalent and Institutes shall be led by Directors or equivalent. All AKU senior academic leadership and senior academic administrative personnel, at the level of Dean or above, shall be appointed by the Provost, with the approval of the President and the Board. (3) Deans and Directors or their equivalent shall report to the Office of the Provost. Associate or Assistant Deans or their equivalent shall report to Deans and be appointed by Deans or equivalent with the approval of the Provost; and Associate or Assistant Directors or their equivalent report to Directors and be appointed by Directors with the approval of the Provost. Department chairs, area/unit leaders or heads, or their equivalent, if any, shall report to Deans or Directors or equivalent and be appointed by Deans, Directors or equivalent with the approval of the Provost.

9. Existing and Proposed Physical Infrastructure. (1) The University has adequate and appropriate academic facilities and equipment for all of its existing programmes of instruction in Tanzania. Academic facilities include classrooms, seminar rooms, computer laboratories, academic resource centre, nursing skills laboratory, and library services. (2) AKU has adequate and appropriate physical infrastructure in Tanzania to deliver Existing physical programmes currently approved by infrastructure includes use of a hospital and medical centres for its postgraduate medical education programme, as well as a campus for the Institute for Educational Development in Dar es Salaam. Proposed future physical infrastructure plans include: the Commission. (a) development of academic and residential facilities, a teaching hospital and other support facilities on a sizeable land already acquired in Arusha for the purposes of the University; 18 Foreign Charter ("Foundational Charter") of Aga Khan University GN. NO. 998A (Contd.) (b) expansion of the existing hospital as well as the health care centres in Dar es Salaam; and (c) development of new and permanent facilities for the University's Institute for Educational Development acquired in Dar es Salaam.

10. Interpretations and Amendment of the Addendum. The Addendum: (a) shall be valid according to its true intent and meaning and shall be subject to the provisions of the Tanzania Universities Act, Cap 346. (b) may be amended from time to time by the Board with the approval of the Tanzania Commission for Universities. Given under my hand and the public seal this 23rd day of February, 2015.
