About this statute
This section sets out who makes up the Board and how long some members serve. Board members must elect a Vice Chairman from among themselves, and the Vice Chairman serves for one year if he remains a member. The Board must ordinarily meet quarterly. The Chairman, or the Vice Chairman if the Chairman is absent, may call extraordinary meetings, and the Chairman or Vice Chairman must preside at meetings. If both are absent, a delegated member must preside. A Board meeting has a quorum only if half of the members are present. Board matters are decided by majority vote of members present and voting, and the presiding person has a casting vote if votes are equal.
