Section 1. Title and commencement. Section 1(1) This Order may be cited as the Public Health (Prohibition of Entry into Uganda) Order, 2020. Section 1(2) This Order shall be deemed to have come into force on 21st March 2020.

Section 2. Prohibition of entry into Uganda Section The entry into Uganda by any person and the introduction into Uganda of any animal, article or thing at or through any of the border posts of Uganda is with effect from Monday 23rd March 2020, prohibited.

Number of persons allowed on board vehicle, etc entering Uganda Section A vehicle, vessel or aircraft used for the conveyancing of cargo into Uganda or through Uganda to another country, as the case may be, shall not, except for aircraft which may have only crew, have more than two persons on board. Section 3B. Powers of medical officer of health to examine for COVID-19 Section A medical officer of health shall have power to examine for COVID–19, any person on board a vehicle, vessel or aircraft that is allowed entry into Uganda under this Order and may, for that purpose, enter upon or board the vehicle, vessel or aircraft arriving in Uganda and examine any person on board the vehicle, vessel or aircraft. Section 3C. Powers of medical officer of health to isolate or quarantine Section 3(1) A medical officer of health may, on examination, hold in quarantine or isolation, at a place designated for that purpose, any person on board a vehicle, vessel or aircraft, who is suspected to suffer from COVID–19 or who is suffering from COVID–19. Section 3(2) A person who is held in isolation or quarantine under subparagraph (1), shall at the end of the quarantine period or the isolation period, be removed from or exit Uganda, at his or her expense. Section 3D. Power of medical officer to disinfect vehicle, vessel or aircraft Section Where a vehicle, vessel or aircraft that is allowed entry into Uganda under this Order has clinical signs of contamination with COVID–19 or where a medical officer of health has information of contamination of the vehicle, aircraft or vessel with COVID-19, the medical officer of health may decontaminate or cause the decontamination of the affected vehicle, aircraft or vessel. 4. Duration of Order

Section 4. Duration of Order Section 4(1) This Order shall remain in force until 9th June 2020, when it shall expire. Section 4(2) The Minister may extend the duration of this Order.
