(b) The issuance fees collected pursuant to this section shall be expended at the discretion of the license director for the preservation and storage of motor vehicle registrations, boat registrations, and business licenses as prescribed by the Department of Examiners of Public Accounts and for the purchase, installation, improvement, development, and maintenance of a computerized system for issuing registrations and any other instruments in the office of License Director of Madison County. No funds from the fees may be used for automobile purchases or leases. (c) The license director may retain all or parts of motor vehicle records, boat records, manufactured home records, or business license records utilizing disks, or other acceptable methods for record storage, or any combination thereof, or may continue to use microfilm to retain records in the county. Records retained by microfilm or disks shall constitute official records of the license director. All funds collected for copies and certifications from the records shall be paid to the county general fund. (d) This section is cumulative. This section shall not alter or change an existing law relating to charges and fees collected by the License Director of Madison County.
