Florida Statutes § 101.6925 — Canvassing special vote-by-mail ballots.

101.6925 Canvassing special vote-by-mail ballots.—(1) The supervisor of the county where the voter resides shall receive the voted special vote-by-mail ballot, at which time the mailing envelope must be opened to determine if the voter has enclosed the identification required or has indicated on the Voter’s Certificate that he or she is exempt from the identification requirements. (2) If the identification is enclosed or the voter has indicated that he or she is exempt from the identification requirements, the supervisor shall make the note on the registration records of the voter and proceed to canvass the vote-by-mail ballot as provided in s. 101.68. (3) If the identification is not enclosed in the mailing envelope and the voter has not indicated that he or she is exempt from the identification requirements, the supervisor must check the voter registration records to determine if the voter’s identification was previously received or the voter had previously notified the supervisor that he or she was exempt. The envelope with the Voter’s Certificate may not be opened unless the identification has been received or the voter has indicated that he or she is exempt. The ballot must be treated as a provisional ballot and may not be canvassed unless the supervisor has received the required identification or written indication of exemption by 5 p.m. local time on the 2nd day following the election.
