I. (c) A license applicant has not complied with one or more statutory requirements entitling him to make such application. (d) The requested product is unavailable. III. The department or institution may charge a fee, if appropriate, of at least $25 plus all protest and bank fees, if any, to the person presenting an application or payment which is unacceptable to a state department or institution, as provided in paragraph II.
