Me gjobë prej dyqind (200) euro deri dymijë (2.000) euro dënohet për kundërvajtje personi përgjegjës i bibliotekës së sektorit publik i cili nuk ia dërgon Bibliotekës Kombëtare të Kosovës listën e koleksioneve të bibliotekës të cilat janë nxjerrë nga përdorimi apo listën e koleksioneve të bibliotekës që ka pushuar së funksionuari. 5. Me gjobë prej pesëqind (500) euro deri dymijë (2.000) euro dënohen për kundërvajtje personat fizik që posedojnë materiale bibliotekare me rëndësi për trashëgiminë kulturore të cilët nuk e njoftojnë Bibliotekën Kombëtare të Kosovës për tjetërsimin e tyre, ndërsa personat juridik dënohen nga njëmijë (1.000) euro deri në njëzetëmijë (20.000) euro.
