About this statute
This provision gives the Act its short title: the Preservation of Public Security Act. This section defines “public security” broadly to include safety of persons and property, essential supplies and services, suppression of violence and disorder, and maintenance of justice. This section applies while a constitutional declaration is in effect and lets the President make public security regulations. Regulations made under section 3 may include compensation, trial and penalty provisions, suspension of other written laws, delegation of powers, and other incidental or supplementary provisions, but not military-court trials. Regulations under this Act can be made to apply broadly, but they lose effect if not laid before the National Assembly within three months.
