A political leader or public officer who wants to buy shares or assets in a state-owned enterprise must publicly disclose the intended bid at least 21 days before bidding, and must give the Director a copy of the newspaper or Gazette notice when the bid is submitted. Certain political leaders or public officers with shares must publish their bid intention in the Gazette or a national daily newspaper, and the bidder must file a copy of that publication with the bid. The Agency must not refund costs, fees, charges, or expenses incurred by unsuccessful bidders.
